Overview
The Children’s Internet Protection Act (CIPA) is a federal law passed by Congress in 2000, and
updated and clarified since, to help ensure the safety of children accessing the Internet over school
and library computers. The act requires schools and libraries to use filtering to block dangerous or
offensive material from minor users. Any organizations that receive funding through E-Rate or the
Universal Service Fund must certify that they are meeting the requirements of CIPA.
In addition, various states have enacted regulations requiring schools to archive email and other
communications. These archiving regulations vary on their requirements for what must be stored,
as well as the method and length of time.
Compliance with national and state regulations, as well as acceptable use policies, is a concern
that IT administrators and directors must consider when selecting a solution for their filtering
and email management needs.
